The City of Sparks contracted with a consultant in July 2023 to conduct a policy review. This review was paid for at the Sparks taxpayers expense. When a public records request was made for the report, the City denied it, violating NRS 239.011, trying to bury the report, forcing the victims daughter to sue the City of Sparks for violating the Nevada Public Records Act (NPRA). The day of the hearing, the City of Sparks relented and agreed to release the report to Ouellette. It can be viewed by clicking the link above.
